The right of education for all
is laid down in the constitution of Nepal. The government builds
schools and then hands them down to the local communities. Because
the National Government can not afford to pay the salaries of
the school staff these have to be paid by the parents of the
pupils in the school fees. The average year salaries in Nepal
are 300,-. People who earn less than that can not afford
it to send their children to school.
